Alternative Regulatory Methods and Firm Efficiency: Stochastic Frontier Evidence from the U.s. Electricity Industry

چکیده

The use of incentive regulation and other alternative regulatory programs in U.S. electricity markets has grown during the past two decades. Within a stochastic frontier framework, I investigate the effect of individual programs on the technical efŽ ciency of a large set of coal and natural gas generation units. I Ž nd that those programs tied directly to generator performance and those that modify traditional fuel cost passthrough programs, to provide a greater incentive to reduce fuel costs, are associated with greater efŽ ciency levels. Other programs have no statistical association with efŽ ciency levels.

PWP-068 Does Incentive Regulation Provide the Correct Incentives?: Stochastic Frontier Evidence from the US Electricity Industry

Many policy-makers are currently weighing the advantages of deregulating electricity markets over more traditional regulatory methods. However, within this traditional regulatory environment many options exist. In particular, the use of incentive regulation programs in US electricity markets has grown during the past two decades. These programs differ in both their goals and how they attempt to...

Persistent and transient productive inefficiency in a regulated industry: electricity distribution in New Zealand Persistent and transient productive inefficiency in a regulated industry: electricity distribution in New Zealand

The productive efficiency of a firm can be decomposed into two parts, one persistent and one transient. So far, most of the cost efficiency studies estimated frontier models that provide either the transient or the persistent part of productive efficiency. This distinction seems to be appealing also for regulators. During the last decades, public utilities such as water and electricity have wit...

Comparing welfare effects of different regulation schemes: an application to the electricity distribution industry

We compare the welfare effects of different regulation schemes of electricity distribution utilities. The compared regulation schemes are fixed price regulation, cost of service regulation, menu of cost-contingent contracts and simple menus of contracts. In our calculations we utilize the information of firm specific potential to improve cost efficiency. The firm specific cost information of Fi...

Cost efficiency analysis of electricity distribution networks: Application of the StoNED method in the Finnish regulatory model

Electricity distribution network is a prime example of a natural local monopoly. In many countries, electricity distribution firms are regulated by the government. In Finland, the regulator estimates the efficient cost frontier using the data envelopment analysis (DEA) and stochastic frontier analysis (SFA) methods. This paper reports the main results of the research project commissioned by the...
